As of July 2026, the NHB has fully discontinued the earlier two-stage In-Principle Approval (IPA) system. Applicants now apply directly for a Grant of Clearance (GoC) through the NHB online portal after securing a bank term loan sanction. The entire GoC processing is fully digital, with built-in timeline monitoring, automated alerts, and Aadhaar OTP verification.

NHB / MIDH Cost Norms & Subsidy Rates (July 2026)

NHB calculates the credit-linked back-ended subsidy based on standard government cost norms per square meter prescribed under the MIDH Operational Guidelines. Below are the official unit cost norms and subsidy rates applicable:

1. Naturally Ventilated Polyhouse (NVPH — Tubular Structure): Unit Cost Norm: ₹1,090 per sqm. Subsidy: ₹500 per sqm. Minimum eligible area: 4,000 sqm (General Regions). Ideal for commercial vegetable and flower cultivation under natural airflow.

2. Fan & Pad Climate Controlled Greenhouse: Unit Cost Norm: ₹1,700 per sqm. Subsidy: ₹700 per sqm. Engineered for extreme summer heat with automated evaporative cooling pads and exhaust fan systems for year-round precision farming.

3. Shade Net House (Tubular Structure): Unit Cost Norm: ₹720 per sqm. Subsidy: ₹360 per sqm. Durable anti-insect mesh for high-value vegetable cultivation and nursery operations.

Note: Cost norms are 15% higher for North-East, Himalayan states, Scheduled Areas, Vibrant Villages, and island territories (Andaman & Nicobar, Lakshadweep). Maximum subsidy ceiling is up to ₹1 Crore per beneficiary project. The subsidy is released directly to your bank term loan account upon physical joint inspection after structural installation is completed.

NHB Scheme Eligibility & Document Checklist (2026)

NHB Eligibility Criteria

Individual Farmers, Agri-Entrepreneurs, Partnership Firms, Companies, Cooperatives & FPOs (Farmer Producer Organizations).
Land Requirement: Minimum 4,000 sqm (approx. 1 Acre) in General Regions. Relaxed to 1,000 sqm in North-East and Hilly Regions. Land must be owned by applicant or on a long-term registered lease deed (minimum 10 years).
Mandatory Bank Term Loan: Scheme is credit-linked — a sanctioned term loan from any Scheduled Commercial Bank, Regional Rural Bank (RRB), or State Cooperative Bank is mandatory before applying for GoC.
NABL Approved Soil & Water Testing: Land must have a valid soil and irrigation water testing report confirming suitability for commercial horticulture.
Aadhaar Authentication: Aadhaar OTP verification on the NHB web portal is mandatory before submitting a new GoC application.
Grant of Clearance (GoC) Mandatory: Construction MUST begin only AFTER obtaining the official Grant of Clearance (GoC) from NHB. The old In-Principle Approval (IPA) system has been discontinued.
